Project: Sharing Energy Together at the Pavijen Business Park in Culemborg

Investigating the possibility of making the companies on the Pavijen self-sufficient by sharing locally generated sustainable energy. (2023). According to the IREO Model

Study Question:

Is it possible to establish a Smart Energy Hub (SEH) for the businesses at the Pavijen business park in Culemborg?

Challenges/Questions:
  1. Is there enough locally and sustainably generated energy at Pavijen for businesses to operate in a future-proof (CO2-neutral) manner?
  2. Is there sufficient space at Pavijen to establish a Clean Energy Hub?
  3. Is there, or can there be, sufficient transport capacity on the grid infrastructure of the network operator?
Results\Solutions:
  1. There are enough local energy generation opportunities at and around Pavijen to make the businesses self-sufficient. Ample unused roof space is available for energy generation, and plans exist to add three wind turbines to the existing three. There is also room for large-scale energy storage, and some businesses possess flexible energy capacity. One possibility identified in the current situation scan was bundling property registration numbers (WOZ) through a compilation declaration from the municipality, creating a single EAN with multiple sub-connections, allowing contracted transport capacity to be bundled.
  2. Part of Pavijen is being converted into a residential area. Several businesses are leaving Culemborg to relocate to business parks in other municipalities, such as Tiel/Medel. This redevelopment of the area (Stationsgebied) opens up space for sustainable energy generation and storage.
  3. Sufficient local transport capacity is still available. By maximizing the use of locally generated energy, additional local transport capacity can be created. The biggest obstacle remains legislation, which prohibits bypassing waiting lists at the network operator. This has led to minimal cooperation from businesses with government-imposed regulations. Below is an overview of the transport possibilities on the network operator’s infrastructure as of June 2023.
Status:

Phase 1 of the project was completed in December 2023. However, the follow-up phase (Stationsgebied) was halted at the beginning of 2024 because the business association KCB and the municipality of Culemborg chose a different development direction.
